In the face of difficulties, steel mills have stepped up education on the situation and promoted the concept of “ensure that contracts are honored in a timely manner and ensure that product quality meets customer demand is our top priority”, and focus on high-level steel production. At the same time, a breeder steel production team was established to propose the target of breeder steel production, that is, "L4 steel plan has not honored the number of furnaces ≤ 80 furnaces/month; after tapping, the steel was changed to ≤12 furnaces/month; The planned redemption rate is ≥99%, and the single-section steel plan cash rate is ≥99%.

The “Implementation Rules for Rewards for Variety Steels” was promulgated, and a system of graded steel scoring standards was established. According to the degree of difficulty in the production of various steel grades and technical requirements, different scores were calculated for each furnace, and cash rewards were consolidated during the month and implemented in individuals. At the same time, the steel-making plants combined with the difficulties in the production of high-grade steel grades identified 12 measures in terms of raw material supply, equipment protection, technological improvement and production organization.
